Newspaper headlines: Suspect 'on MI5's radar', plus victim tributes

In other news, the paper says that austerity and local government cuts in England have hit Labour councils the hardest.

One option reportedly being discussed is a lower VAT rate for the tourism sector, including pubs, restaurants and hotels.
